The Organization of the Petroleum Exporting Countries (OPEC) is responsible for coordinating and harmonizing the petroleum policies of its member countries. Its primary objective is to ensure that oil markets remain stable and that there is a consistent, reliable, and affordable supply of petroleum to consumers.

OPEC also ensures that producers receive a steady income and that investors in the petroleum industry receive a fair return on their capital. Currently, OPEC is looking to fill several positions.

1.) Energy Policy Analyst

Background

  • The Environmental Matters Department, part of the Secretariat, is responsible for tracking and analyzing the latest developments related to energy policies, climate change, and sustainable development in the international arena.

The department also provides advice and reports on these issues, ensuring that Member Countries effectively coordinate their positions.

  • The responsibilities of the Environmental Matters Department include observing and evaluating global discussions and advancements regarding energy policies, environmental concerns, climate change, sustainable development, and trade.

It also involves collecting and analyzing data and information related to these topics, promoting collaboration among Member Countries, participating in pertinent international discussions and organizations, and establishing connections between OPEC and national, regional, and multilateral organizations.

  • The Environmental Matters Department is responsible for developing OPEC’s Long Term Strategy and keeping track of, examining, and communicating information about pertinent international, national, and regional environmental policies. Additionally, it evaluates the effects of these policies on energy markets.

Objective Of Position

  • The Energy Policy Analyst’s job involves examining, evaluating, and communicating information about relevant energy policies, institutions, and regulations in consuming and producing countries and regions.

The assessment of the impact of these policies on anticipated oil supply and demand levels for the medium to long term is also a part of their responsibilities. Their contributions to the World Oil Outlook (WOO) are also expected.

Main Responsibilities

  • The Energy Policy Analyst conducts research, evaluates data, and prepares reports that provide insights into significant developments in energy policies of major oil-producing and consuming countries and regions.

They also contribute their findings to the World Oil Outlook, which focuses on predicting oil supply and demand levels for the medium to long term.

  • The Energy Policy Analyst analyzes the evolving trends in energy geopolitics and energy supply and demand security.
  • Assists in creating speeches, articles, and presentations for internal meetings and various international forums.
  • Performs research on the effects of significant changes in energy policies.
  • Examines the development of systems and regulations that promote cooperation among different parties in the energy sector.
  • Performs any additional duties delegated by the appropriate authorities related to their expertise, credentials, and job responsibilities.

Required Competencies And Qualifications

Education:

  • Bachelor’s degree in Economics, International Relations, or Engineering
  • Preferred: Advanced degree

Work Experience:

  • With a Bachelor’s degree: Minimum of 8 years of relevant work experience
  • With an Advanced degree: Minimum of 6 years of relevant work experience

Training Specializations:

  • Expertise in economic analysis
  • In-depth knowledge of oil market developments
  • Proficiency in energy policy analysis

Job Summary

Within the Secretariat, the Department has the following primary objectives:

  1. Providing relevant and reliable information and analyses to support decision-making and policy-making processes in Member Countries.
  2. Conducting ongoing research programs and studies on short-term developments in the petroleum market. This includes issuing regular reports (daily, weekly, monthly, and bi-monthly) and ad hoc reports that address significant issues for consideration.
  3. Performing regular forecasts, developing and analyzing oil market scenarios, and publishing reports based on these findings.
  4. Disseminating OPEC’s perspectives and technical analysis on short-term oil market developments to the industry and the general public. This is achieved through the OPEC Monthly Oil Market Report, particularly its feature article and other reports, presentations, and related podcasts.
  5. Contributing to reports that are to be submitted to the Economic Commission Board (ECB), the Board of Governors (BOG), and the Ministerial Monitoring Subcommittee (MMSC), as well as preparing papers for various OPEC publications.

Objective Of Position

  • The job requires examining important metrics and predicting worldwide economic growth in the near-to-intermediate future, focusing on nations undergoing change and developing countries.

The results of this analysis will be compiled and presented in the Monthly Oil Market Report and report for OPEC Governing Bodies. Additionally, the position involves creating occasional and relevant reports or studies as needed.

Main Responsibilities

  • The Department performs the following activities:
    1. Analyzes key indicators of global economic development, such as trade, commodity prices, and investments. Based on this analysis, it monitors and predicts short- to medium-term trends, particularly on developing countries and countries undergoing transition.
    2. Establishes and fosters collaborative networks with academic and business institutions in Member Countries and other nations. This collaboration aims to enhance data collection and analysis capabilities.
    3. Participates in relevant task forces, external meetings, and conferences, focusing on topics related to analysis and cooperation with oil-consuming developing countries.
    4. Prepares and provides insights on the economic outlook for developing countries, including OPEC Member Countries, for the Monthly Oil Market Report and other reports. Additionally, it prepares and presents associated materials during the Economic Commission Board (ECB) meetings.
    5. Contributes to economic studies that support the analysis of oil demand in developing countries within the Petroleum Studies Department (PSD). It also monitors and evaluates the impact of oil prices, subsidies, and taxation policies on oil demand.
    6. Undertakes other tasks assigned by superiors that align with the individual’s background, qualifications, and position.

Required Competencies And Qualifications

Education:

  • Bachelor’s degree in Economics
  • Preferred: Advanced degree

Work Experience:

  • With a Bachelor’s degree: Minimum of 8 years of relevant work experience
  • With an Advanced degree: Minimum of 6 years of relevant work experience

Training Specializations:

  • Specialization in Macroeconomics, international trade, and development economics
