The Complex

  • The Technology and Corporate Services Vice-Presidency (TCVP) creates, advances, and provides streamlined and customer-centric corporate services and IT solutions. Its goal is to enhance the overall effectiveness of the bank’s corporate services in all areas.
  • The Complex leads in developing and executing the Bank’s strategies, policies, controls, and approaches related to IT systems, software applications, cyber security, IT support, and infrastructure systems.
  • The Complex oversees the Bank’s real estate assets, manages institutional procurement, manages language services, and ensures business continuity.

The Hiring Department

  • The main responsibilities of the Real Estate Management, Procurement and General Services Department involve overseeing the Bank’s assets, managing the procurement of goods, services, and real estate, and handling various institutional services such as corporate travel, logistics, catering, mail services, and fleet management.The department is responsible for formulating and implementing procurement policies, ensuring the proper application of administration policies, and managing the Bank’s fixed assets. It has three divisions: Operations and Maintenance, Corporate Procurement, and Support Services.
  • The Real Estate Management, Procurement and General Services Department creates and implements procurement policies and regulations. They also develop guidelines for managing facilities and real estate services.Also, the department ensures that administration policies regarding communication, transportation, travel, security, and the safety of the Bank’s staff and property are properly and effectively applied. They also perform other tasks related to these responsibilities.
  • The Department is also in charge of overseeing the Bank’s fixed assets.
  • The Real Estate Management, Procurement and General Services Department consists of three divisions, namely: (i) Operations and Maintenance Division, (ii) Corporate Procurement Division, and (iii) Support Services Division.

The Position

The Director of the Real Estate Management, Procurement and General Services Department reports to the Vice President of Technology and Corporate Services. This role is crucial in achieving the Bank’s goals for Africa by overseeing the proper management of administrative services and assets.

The main responsibilities include managing the Bank’s real estate portfolio and facility management, efficiently handling institutional procurement services, and managing support services such as travel, food, transport, insurance, and courier services.

Key Functions

The Director is responsible for setting the direction, developing plans, organizing, coordinating, and leading the operations of the Department. Their role entails the following duties:

Real Estate Management

  • Taking the lead in formulating and implementing the Bank’s Real Estate Management Frameworks and related Action Plans for the Headquarters, Regional, and Country Offices. This includes strategizing the office footprint and management to support the Bank’s decentralization strategy and assessing the long-term implications of policy decisions.
  • Spearheading the delivery of the Bank’s Real Estate Project Management Services efficiently and sustainably, focusing on cost-effectiveness and environmental considerations. This involves overseeing project planning, evaluation, budgeting, cost estimation, and scope development.
  • Assuming responsibility for the Bank’s Real Estate Operations & Facilities Management on a global scale, encompassing maintenance and operations, design and construction, space allocation and management, capital improvement, and all property-related administrative services across Bank facilities. Ensuring safety, health, security, sustainability, efficiency, and cost-effectiveness to support Bank staff.
  • Leading the development and implementation of policies, procedures, and processes for managing Bank fixed assets, including acquisition, management (including inventories), and disposal.
  • Supervising the implementation of corporate plans for the Headquarters building and other properties beyond Headquarters while balancing the Bank’s strategic, operational, and financial objectives.
  • Spearheading developing and implementing policies, procedures, and processes for operating and maintaining Bank facilities at Headquarters, Regional, and Country Offices.
  • Coordinating all aspects of capital projects, including design, construction, fit-out, renovation, etc., involving multiple internal and external stakeholders, such as service providers, vendors, and contractors.
  • Ensuring third-party service providers fulfil their duties by contractual requirements and Service Level Agreements.
  • Leading initiatives to optimize the real estate portfolio’s economic value and financial performance.
  • Taking the lead in sustainability and building efficiency initiatives.
  • Promoting gender sensitivity and broader inclusivity in the deployment of facilities across all Bank premises.

Procurement:

  • Creating a long-term vision for the corporate procurement function and translating it into actionable strategies, policies, directives, and procedures.
  • Providing strategic direction concerning the procurement of goods, works, and services and contract management.
  • Supervising, developing, implementing, and monitoring corporate procurement services’ policies, procedures, and practices.
  • Ensuring that all procurement activities adhere to relevant policies, directives, and procedures to achieve optimal efficiency, cost-effectiveness, and timely fulfilment of the Bank’s requirements. This involves guaranteeing that the Bank’s procurement systems and processes are streamlined to achieve Value for Money.

General Services:

  • In charge of developing and implementing policies, procedures, and processes for general services provision, including managing the vehicle fleet, official travel and accommodation, food/catering, mailing, and logistical services.
  • Leading the work program and resource planning about the Bank’s corporate services.
  • Ensuring the efficient delivery of general services while prioritizing client satisfaction.
  • Managing air/ground transport, logistical, accommodation, and catering services effectively during the Bank’s high-level events such as the Annual Meetings, the Africa Investment Forum, etc.
  • Ensuring that third-party service providers fulfil their obligations in line with contractual requirements and Service Level Agreements.

Leadership:

  • Managing the Department’s work program effectively and efficiently, focusing on meeting client needs.
  • Leading a comprehensive review of funding requirements for departmental projects, activities, and initiatives and directing the formulation, preparation, and presentation of annual capital and administrative budgets. The objective is to ensure optimal budget resource management for cost-effectiveness.
  • Leading the Department management team, including strategic staffing to ensure the right mix of skills, reviewing the operating model for suitability, regularly assessing the management team’s performance, and overseeing overall departmental outcomes. Additionally, addressing capacity-building needs in collaboration with the People & Talent Management Complex.
  • Providing robust thought leadership in technical areas related to the Department’s service lines, namely Real Estate Management, Procurement, and General Services.

Delivery:

  • Striving for greater efficiency to enhance the effectiveness and value for money in accomplishing the Department’s objectives, focusing on utilising technology to achieve desired outcomes.
  • Taking the lead in Stakeholder Engagement and Change Management, ensuring alignment with the Bank’s ultimate goals, and proposing corrective measures as needed.
  • Ensuring the Department meets the Key Performance Indicators set for its operations.
  • Establishing robust governance, risk management, and control mechanisms throughout the Department. Empowering staff to prioritize client orientation, deliver results, and fulfil fiduciary responsibilities.
  • Undertaking additional responsibilities, including participation in various standing committee meetings, such as the Capital Investment Steering Committee, Annual Meetings Committee, Purchasing Committee, and Board meetings dealing with matters related to the Department’s functions.

Qualifications

  • Possess a Master’s Degree in Engineering, Management, Business Administration, or closely related fields.
  • Have a minimum of ten (10) years of extensive and progressive experience in the private sector or a recognized financial or development institution similar to the Bank. Out of these, at least five (5) years of experience should be at the managerial level.
  • Demonstrate a solid professional background in real estate management and the delivery of administrative services, including facilities management, corporate procurement, and institutional support services.
  • Preferred qualifications include professional certifications in asset management, facility management, project management, or procurement. Competence in using ERP Systems (preferably SAP), relevant project administration software, and proficiency in standard Microsoft Suite applications such as Word, Excel, Access, and PowerPoint will be advantageous.
  • Possess strong project management skills and experience in coordinating complex assignments across institutional boundaries with various teams. The candidate should be able to lead change management programs related to these assignments.
  • Show proficiency in managerial skills, including effective interpersonal communication and a strong client-oriented approach.
  • Demonstrate the ability to undertake sound analysis and strategic thinking for conceptualizing future work or organizational changes within a large international institution.
